Another superlative NYT graphic answers the question, Just how often does a judge nomination occur during election years? Once you assimilate the rules of this page (time flows from left to right and from bottom to top), this scatterchart shows that election year appointments are fewer but not unheard of. John Tyler sure had a rough time of it, a process that spilled over into the James Polk administration.
